The Re-Entry Supportive Services Program (RSSP) is 90-day, community based youth development and rehabilitation program. It provides enhanced services and supervision to youth committed to the Department of Youth Rehabilitation Services who may be returning from out of home placement, may be in danger of revocation of a community placement,  are in need of a graduated sanction, or otherwise require supervision and support between 11:00 a.m. and 8:00 p.m. weekdays and Saturdays 9:00 a.m. to 5:00 p.m.  The RSSP will consist of rehabilitative, educational, recreational and cultural programming in a nurturing and structured environment.

RSSP will be an integral part of the continuum of care the District is developing.  It is more restrictive than in-home options, but less restrictive than shelter homes and locked facilities; forming an important component in the District’s efforts to reduce youth’s re-arrests and improve their chances for successful participation in their communities.

The RSSP provides services for up to 30 youth at a time with a maximum stay of 90 days.

The Latin American Youth Center’s RSSP operates at the Boys and Girls Clubs of Greater Washington Clubhouse #6  located at 801 Shepherd St. NW.  Washington, DC  20011.

Program Components

The Latin American Youth Center provides the following components to the RSSP participants:

  • Individual Plan of Care (IPC);
  • Case Management Services;
  • Referrals to Mental Health/Substance Abuse Treatment and other Social Services;
  • Educational Support/Advocacy;
  • Job and Employment Readiness Services;
  • Transportation and Meal Services;
  • Recreation, Leisure, and Cultural Activities; and
  • Aftercare RSSP Planning Services.

Criteria

The goal is to provide individualized services to Youth in the least restrictive environment necessary while protecting the public, holding youth accountable, and strengthening families and communities.  The primary target population is youth committed to DYRS:

  • Youth returning home from RTC;
  • Youth released from Model Units;
  • Youth stepping down from committed custody;
  • Youth in danger of revocation and in need of a graduated sanction;
  • Participants must be referred by RMUD and DYRS Case Managers to LAYC.

Program Objective

  • Provide each participant with rehabilitative, educational, recreational and cultural programming in a nurturing and structured environment;
  • Sharply decrease the amount of re-arrests of RSSP youth;
  • Serve each participant a well balanced meal.

Requirements for Successful Completion of the RSSP Program are:

  • 95% attendance;
  • Full participation in program activities;
  • Positive behavior report;
  • Participant must receive recommendation for completion by the RSSP Program Manager and Case Manager.
